Experienced Oregon Municipal Judge and Army Veteran

I am Judge Juliet Britton with over 25 years of legal experience. I have lived in Portland for the last 17 years where I raised my kids and consider Portland my home. For the last 8 years, I have served as Presiding Judge at Beaverton Municipal Court, one of the busiest municipal courts in Oregon. 


I am running because I have extensive judicial and program experience that I can bring to the county I call home. I am data driven and appreciate interventions that address root cause issues of criminal behavior and increase public safety.  Multnomah Circuit Court appeals to me because it has a variety of programs and community partnerships that aim to increase public safety and decrease victimization. I want to be part of the solution to make our county safer. 


I have presided over hundreds of criminal cases, regularly do settlement conferences and jury trials. I am the only candidate in Position 2 that has judicial experience. At a time when courts have a significant percentage of defendants with mental illness and/or substance use, Multnomah County needs judges who are ready to preside in a courtroom the first day on the job trained to deal with these cases. 


I gained litigation experience in the Army as a prosecutor and defense attorney where I practiced criminal and civil law. I also served as Executive Director of the Oregon Psychiatric Security Review Board where I practiced administrative law and advised attorneys and judges statewide to ensure their criminal cases met legal requirements. Prior to moving permanently to Oregon, I was Executive Director of a Court Appointed Special Advocate (CASA) program that did monitoring for judges on child abuse and neglect cases. 


My accomplishments in Oregon include:

  • Currently presides over the first and only Oregon treatment court to be recognized nationally as a Treatment Court Institute Mentor Court. Our recidivism rate is substantially lower than regular probation programs. 
  • First Oregon municipal judge to develop a partnership with county mental health to have a dedicated full-time mental health clinician imbedded at the courthouse.
  • Established Beaverton's first behavioral health treatment court.
  • Led the initiative which successfully eliminated the stigmatizing words "mental defect" from Oregon criminal laws.
  • Published peer reviewed articles on the intersection of mental illness/substance use and criminal behavior.
  • Regularly present legal education locally and nationally to attorneys, clinicians, law enforcement and judges on a variety of topics including criminal law, judicial and courthouse safety, veterans, and judicial ethics.

I run a nationally recognized treatment court that was one of ten programs selected as an Allrise Mentor Court last year. As a Mentor Court, court programs from across the nation receive guidance and training from me and my team on how to implement a best practices treatment court. Treatment courts improve public safety and save taxpayer
